The First Wave: How Fast Track Came of Age in Greek Tourism
By 2019, Greece’s economic recovery had restored sufficient institutional confidence for the first mature cycle of Fast Track tourism approvals to emerge — projects that had spent years in preparation finally crossing the regulatory threshold. The legislative backbone was Law 3894/2010 as iteratively amended by Laws 4072/2012 and 4146/2013, with Enterprise Greece having developed the procedural fluency to handle complex, multi-site submissions.
The five projects approved across 2019 and 2020 share several defining characteristics: they are concentrated in established Aegean, Peloponnesian, and Ionian tourism geographies; they are financed primarily through equity and conventional bank debt; and they represent investment volumes that, while individually significant, fall below the €200 million threshold that would later define the post-2021 framework. Collectively, they committed over €740 million to Greek tourism development — a meaningful signal at a moment when investor confidence in Greece was still rebuilding.
